Ratifies and approves a 2007 water rights settlement agreement between the Tule River Indian Tribe, South Tule Independent Ditch Company, and Tule River Association, granting the Tribe the right to divert up to 5,828 acre-feet per year of surface water from the South Fork Tule River

Establishes the Tule River Indian Tribe Settlement Trust Fund with $518 million for water development projects and $50 million for operations, maintenance, and replacement, to be managed by the Secretary of the Interior

Transfers approximately 10,862 acres of federal land (Bureau of Land Management and Forest Service lands) and tribally-owned fee lands into trust for the Tribe as part of the Tule River Reservation

Requires the Tribe and United States to waive and release all past water rights claims in California in exchange for the settlement benefits, with the Tribal Water Right held in trust and protected from loss through non-use or abandonment

Grants exclusive jurisdiction to the U.S. District Court for the Eastern District of California to approve the settlement agreement, establish reservoir operation rules if parties cannot agree, and resolve disputes over interpretation or enforcement
