Amends Section 283 of title 35, United States Code, to establish a rebuttable presumption that courts should grant permanent injunctions when patent infringement is found in a final judgment

Shifts the burden of proof so that patent owners automatically become entitled to injunctive relief after winning an infringement case, unless defendants can successfully rebut the presumption

Responds to recent court decisions that eliminated the historical practice of presuming injunctive relief should be granted for continuing or willful patent infringement

Aims to protect undercapitalized patent holders such as individual inventors, universities, startups, and small businesses from predatory infringement by large multinational companies
