Amends the Energy Act of 2020 to create a unified "Critical Minerals and Materials List" combining critical minerals designated by the Secretary of the Interior with critical materials designated by the Secretary of Energy

Requires the Secretary of the Interior to publish the combined list within 45 days of enactment, including all existing critical mineral and critical material designations

Mandates list updates within 45 days whenever either Secretary updates their respective critical mineral or critical material designations

Directs the Secretary of the Interior and Secretary of Energy to coordinate on timing of list updates to the maximum extent practicable

Requires federal departments and agencies that reference "critical mineral" or "critical material" definitions from the Energy Act to use the most recently published version of the combined list when administering related programs
