Requires all aliens on ICE's nondetained docket to enroll in the Alternatives to Detention program with continuous GPS monitoring throughout immigration proceedings and until removal if ordered

Imposes a mandatory curfew requiring monitored aliens to remain at their registered home address between 10:00 p.m. and 5:00 a.m.

Prohibits release into Alternatives to Detention programs unless all available detention beds are filled and the Secretary of Homeland Security has exhausted all reasonable efforts to detain the individual

Mandates automatic removal orders in absentia for aliens who fail to comply with conditions of release, upon submission of an affidavit by an immigration officer to an immigration judge

Includes a severability clause ensuring remaining provisions stay in effect if any part is ruled unconstitutional by a federal court
