Establishes an Office of Environmental Justice within the Department of Justice's Environment and Natural Resources Division, headed by a Director appointed by the Attorney General, to develop DOJ environmental justice strategy and coordinate enforcement matters

Creates a Senior Advisory Council with representatives from 18+ DOJ components including the Civil Rights Division, FBI, Bureau of Prisons, and U.S. Attorneys' offices to advise on environmental justice policy and recommend initiatives

Requires the Office to develop training programs for DOJ personnel on environmental justice matters, organize bimonthly meetings with affected communities, and provide technical assistance to state, local, and Tribal governments

Establishes a competitive grant program for state, local, and Tribal governments to improve environmental enforcement capacity, with individual grants ranging from $50,000 to $1,000,000 and a maximum 80% federal cost share

Authorizes $50,000,000 annually for fiscal years 2026 through 2035 to fund the grant program
