Increases the penalty for providing a phone to an inmate in a federal correctional facility to imprisonment of not more than 2 years under 18 U.S.C. § 1791

Amends existing federal law to create a specific penalty category for phone-related contraband violations separate from other prohibited objects

Requires the Director of the Bureau of Prisons to conduct a policy review within 1 year of enactment regarding inmates who make, possess, obtain, or attempt to obtain prohibited objects

Mandates updates to Bureau of Prisons policies as needed to improve protections for both incarcerated individuals and correctional staff
