Prohibits the Secretary of Health and Human Services from implementing or enforcing the May 10, 2024 final rule establishing minimum staffing standards for long-term care facilities, and bars any substantially similar future rules

Establishes a 17-member Advisory Panel on the Nursing Home Workforce within 60 days of enactment, including registered nurses, licensed professional nurses, nurse aides, physicians, facility administrators, and agency representatives

Requires rural representation across panel membership, with at least one member from a rural area in each healthcare professional category and inclusion of both rural for-profit and not-for-profit nursing facility administrators

Mandates the panel meet within 180 days of formation and at least twice annually, with all meetings publicly accessible via livestream and archived recordings within 30 days

Requires an initial report within 60 days of the first meeting (and annual updates thereafter) assessing nursing home workforce shortages in rural and underserved areas, analyzing regulatory burdens, and recommending strategies to strengthen the workforce
