Requires Medicaid to pay primary care providers at least 100% of Medicare rates (or the 2009 Medicare conversion factor rate if higher) for primary care services, renewing a policy that expired after 2014

Expands eligible providers beyond family medicine, internal medicine, and pediatrics to include obstetricians/gynecologists, their subspecialists, nurse practitioners, physician assistants, certified nurse-midwives, and advanced practice clinicians working under their supervision

Excludes primary care services provided in hospital emergency departments from the enhanced payment rate requirement

Mandates that Medicaid managed care organizations pay providers at least the required rates and provide documentation to states and HHS demonstrating compliance

Directs HHS to conduct a study within 13 months comparing Medicaid enrollment, provider participation, and payment rates before and after implementation, with $200,000 authorized for fiscal year 2026
