Permanently allows high deductible health plans (HDHPs) to cover telehealth and other remote care services without a deductible, without losing their HDHP status for Health Savings Account (HSA) eligibility purposes

Amends Section 223(c)(2) of the Internal Revenue Code of 1986 to create a permanent safe harbor for telehealth coverage

Removes the temporary limitation that previously restricted this telehealth exemption to specific months or plan years

Applies to plan years beginning after December 31, 2024
