Requires the WHO to adopt reforms ensuring humanitarian assistance is not politicized, demonstrate independence from Chinese Communist Party control or influence, and not participate in covering up China's COVID-19 pandemic response

Mandates the WHO grant observer status to Taiwan and cease diverting humanitarian or medical supplies to Iran, North Korea, or Syria

Requires the WHO to end all funding, engagement, and messaging on issues deemed non-germane to its directive, specifically gender identity, gender-affirming care, climate change, and abortion access

Conditions U.S. membership on WHO agreement that no WHO directive may be considered legally binding on any U.S. citizen or individual state
