Establishes an Office to Monitor and Combat Islamophobia within the Department of State within 120 days of enactment, headed by a Special Envoy appointed by the Secretary of State

Requires the Office to monitor and combat acts of Islamophobia and Islamophobic incitement in foreign countries and coordinate relevant portions of existing State Department human rights reports

Mandates inclusion of Islamophobia assessments in annual Country Reports on Human Rights Practices and International Religious Freedom Reports, covering physical violence, harassment, vandalism of Muslim institutions, and anti-Muslim propaganda

Requires reporting on foreign governments' responses to anti-Muslim violence, enforcement of religious freedom protections for Muslims, and efforts to promote anti-bias and tolerance education

Reporting requirements take effect 180 days after enactment; Special Envoy must consult with domestic and international NGOs and multilateral organizations
