Prohibits importation of certain Russian minerals beginning 90 days after enactment, including platinum group metals (palladium, braggite, rhodium, ruthenium), nickel, and copper ores/concentrates including zinc

Covers minerals produced in Russia, by Russian entities, or obtained through exchanges/swaps designed to evade the prohibition

Prohibition terminates one year after the President certifies to Congress that Russia has ended all hostilities against Ukraine

Includes a 3-year probationary period during which the ban automatically resumes if Russia restarts hostilities against Ukraine

President may not waive the import prohibition under any circumstances
