Mandates an implementation plan within 180 days with measurable benchmarks, annual progress reports, and coordination among State, USAID, DOJ, and DOD to prevent overlap

Establishes a 5-year natural disaster resilience program with required strategy for improving rapid-response mechanisms, resilient infrastructure, and cross-government preparedness in beneficiary countries
