Covers personnel authorized to prevent, detect, investigate, prosecute, or incarcerate individuals for criminal violations, as well as those who apprehend or arrest suspects

Includes firefighters and other first responders in the protected categories

Applies when the victim was killed or targeted while performing official duties, because of their official duties, or because of their status as a public official or employee
