Demands immediate extradition from Cuba of Joanne Chesimard (convicted of murdering NJ State Trooper Werner Foerster in 1973), William "Guillermo" Morales (FALN bombmaker responsible for attacks including the 1975 Fraunces Tavern bombing that killed Frank Connor), and all other U.S. fugitives receiving safe haven in Cuba

Requires the Secretary of State to raise the fugitive issue in bilateral discussions with Cuba and submit annual reports to Congress identifying extradition efforts, determining whether Cuba is fulfilling its treaty obligations, and estimating the number of U.S. fugitives in Cuba

Prohibits International Narcotics Control and Law Enforcement (INCLE) funds from being used for programs in Cuba until the Cuban regime complies with extradition obligations and conditions under the LIBERTAD Act of 1996

Cites existing bilateral extradition treaties between the U.S. and Cuba (1904 and 1926) and notes Cuba has previously returned some fugitives, including in 2002, 2008, and 2018

Reporting requirement sunsets after the Secretary submits two consecutive annual reports determining Cuba is actively fulfilling extradition obligations and returning U.S. fugitives
