Requires ICE to take into custody aliens who were not lawfully admitted, had visas revoked, or are otherwise deportable, and who have been charged with a crime resulting in death or serious bodily injury to another person

Amends Section 236(c) of the Immigration and Nationality Act to add this category of aliens to the existing mandatory detention requirements

Mandates that ICE make reasonable efforts to identify victims of crimes committed by detained aliens and notify victims or their surviving family members

Requires ongoing notification to victims/families including the alien's full name, aliases, date of birth, nationality, immigration status, criminal history, custody status, and removal efforts

Preserves existing crime victims' rights under other laws, including 18 U.S.C. § 3771
