Requires grant recipients to coordinate with NOAA's Sea Turtle Stranding and Salvage Network and follow established protocols for handling protected species

Prioritizes funding for facilities that provide veterinary care, maintain rehabilitation capacity, and conduct post-release monitoring of sea turtles

Authorizes appropriations for the grant program through fiscal year 2030
