Authorizes the National Medal of Honor Museum Foundation to establish a commemorative work within the Reserve on the National Mall honoring Medal of Honor recipients

Overrides section 8908(c) of title 40, U.S. Code, which typically restricts new commemorative works in the Reserve area

Builds upon prior authorization granted in Public Law 117–80 (40 U.S.C. 8903 note) for the commemorative work

All other provisions of the Commemorative Works Act (chapter 89 of title 40) continue to apply to the monument project
