Mandates a classified intelligence report within 180 days examining Russian intelligence penetration in Georgia, with an annex on Chinese influence and potential Russian-Chinese cooperation in the country

Directs the Secretary of State and USAID to submit a 5-year bilateral strategy within 90 days, assessing whether Georgia should remain the second-highest U.S. funding recipient in the Europe and Eurasia region

Authorizes expanded military cooperation and defense equipment for Georgia's territorial defense against Russian aggression, contingent on Presidential certification that Georgia has made progress toward democracy and Euro-Atlantic integration

Contains a 5-year sunset provision and calls for suspension of the U.S.-Georgia Strategic Partnership Commission (established January 9, 2009) until the Georgian government represents citizens' democratic wishes and advances EU/NATO membership
