Amends 10 U.S.C. § 4701 and 41 U.S.C. § 4712 to expand the definition of "protected individual" beyond employees to include contractors, subcontractors, grantees, subgrantees, and personal services contractors of federal agencies

Prohibits retaliation against protected individuals for refusing to obey orders that would violate laws, rules, or regulations, or for disclosing evidence of gross mismanagement, waste of funds, abuse of authority, or substantial dangers to public health or safety

Bars executive branch officials from requesting that contractors, subcontractors, grantees, or subgrantees engage in prohibited reprisals, and requires disciplinary action proposals against officials who make such requests

Voids predispute arbitration agreements that would waive whistleblower rights, forums, or remedies under these sections

Extends protections to former employees whose protected disclosures occurred prior to termination and to personnel working for state, territorial, tribal, and local governments under federal contracts or grants
