Amends the Religious Freedom Restoration Act of 1993 (RFRA) to prevent its use as a defense when federal laws protect against discrimination, including the Civil Rights Act of 1964, Americans with Disabilities Act, Family and Medical Leave Act, and Violence Against Women Act

Prohibits RFRA claims from overriding employer requirements to provide wages, compensation, benefits, leave, or protections for collective workplace activity

Bars RFRA as a defense against laws protecting children from labor, abuse, or exploitation, and against laws ensuring access to health care items, services, information, or coverage

Prevents RFRA from being used to avoid terms of government contracts, grants, or cooperative agreements that require goods or services to be provided to program beneficiaries

Clarifies that RFRA claims can only be asserted in judicial proceedings where a government is a party, precluding its use in litigation between private parties
