Prohibits the United States from joining any WHO pandemic prevention, preparedness, or response agreement unless it is ratified as a treaty under Article II of the Constitution (requiring two-thirds Senate approval)

Suspends all U.S. funding to the World Health Organization if such a pandemic agreement takes effect without Senate ratification

Funding suspension would remain in place until the Senate formally approves a resolution of ratification for the agreement
