Combines representatives from DOJ (DEA, FBI), Treasury (Counter-Fentanyl Strike Force, IRS Criminal Investigation, FinCEN, OFAC), DHS (Homeland Security Investigations, CBP, ICE, Coast Guard), State, Commerce, Defense, and ODNI

Authorizes investigation and prosecution of synthetic narcotics trafficking, money laundering, and smuggling crimes, including direct operational activities such as joint raids and tactical actions targeting trafficking networks

Requires reports to Senate and House Judiciary and Homeland Security committees every 180 days covering 2-year strategic plans, budget priorities, enforcement results (raids, seizures, indictments, convictions), and efforts addressing China's role in the opioid crisis

Explicitly prohibits targeting individuals for personal drug use or low-level dealing without significant ties to larger trafficking networks
