Amends federal firearms law (18 U.S.C. Chapter 44) to expand the definition of "State of residence" to include not only where a person lives, but also a military member's permanent duty station, a location from which they commute to duty, or a private mailbox/P.O. box for those without a physical residence

Allows individuals who maintain homes in multiple states to be considered residents of each state while present there for purposes of firearm purchases

Extends residency provisions to spouses of active duty Armed Forces members, enabling them to use the same state of residence options as the service member

Modifies National Instant Criminal Background Check System (NICS) requirements to accept either a residential address or a private mailbox/P.O. box address on identification documents for firearm transfers
