Establishes U.S. policy to provide Taiwan with de facto diplomatic treatment equivalent to foreign countries, nations, states, and governments, consistent with the Taiwan Relations Act and the 1982 Six Assurances

All references in U.S. laws, regulations, and government documents to the Taipei Economic and Cultural Representative Office would automatically apply to the renamed Taiwan Representative Office

Explicitly does not restore formal diplomatic relations with the Republic of China (Taiwan) or alter the U.S. position on Taiwan's international status
