Prohibits all federal funds, including trust fund dollars, from being used to pay for gender transition procedures or health insurance coverage that includes such procedures

Bans gender transition procedures at federal healthcare facilities and by federally employed physicians, including puberty blockers, cross-sex hormones, and over 30 specified surgical procedures

Disqualifies health plans covering gender transition procedures from ACA premium tax credits, cost-sharing reductions, and small employer health insurance credits under Internal Revenue Code sections 36B and 45R

Exempts treatment for disorders of sex development, complications from prior gender transition procedures, life-threatening physical conditions, and precocious puberty from the funding prohibition

Allows individuals, employers, states, and insurers to purchase or offer separate coverage for gender transition procedures using only non-federal funds, excluding Medicaid matching funds
