Senate resolution introduced May 8, 2025 by Senators Graham, Cotton, and Britt establishing that the only acceptable outcome of U.S.-Iran nuclear negotiations is complete dismantlement and destruction of Iran's entire nuclear program

Requires Iran to adopt IAEA additional protocols for verification, forgo all domestic uranium enrichment and spent fuel reprocessing, and eliminate all enrichment/reprocessing infrastructure before any "123 Agreement" for peaceful nuclear cooperation

Cites IAEA reports that Iran possesses 274.8 kilograms of 60% enriched uranium (sufficient for approximately 6 nuclear weapons if further enriched) and has achieved enrichment levels of 83.7%, just below weapons-grade threshold

Commends the Trump administration for engaging in direct talks with Iran while recognizing Iran's "decades of cheating" and threats against Israel must be addressed in any negotiations

Mandates comprehensive IAEA inspection access including short-notice inspections, environmental sampling, telecommunications monitoring, and disclosure of all nuclear, biological, and chemical weapons programs
