Identifies targeted groups as political dissidents, human rights defenders, and ethnic and religious communities including Uyghurs, Tibetans, and Hongkongers

Declares that China's use of covert operations and unregistered agents to intimidate individuals in the U.S. violates American sovereignty and democratic values

Recognizes China's harassment, threats, and unlawful detention of family members still residing in China or Chinese-controlled regions—including property confiscation, asset freezing, and passport cancellation—as an extension of this repression

Supports U.S. government efforts to investigate, disrupt, and hold accountable those who carry out or enable transnational repression activities
