Condemns Russia's nuclear threats related to its illegal invasion of Ukraine and its February 2023 suspension of the New START Treaty, which limits each country to 1,550 deployed warheads and 700 deployed delivery vehicles

Calls on Russia to return to full implementation of the New START Treaty, including onsite inspections, treaty-mandated notifications, and Bilateral Consultative Commission meetings before the treaty expires February 5, 2026

Urges the U.S. and Russia to continue respecting New START numerical constraints on strategic deployed nuclear forces until a new arms control framework is established

Calls on the administration to pursue dialogue with Russia on a post-2026 nuclear arms control framework and to engage China in bilateral talks on nuclear risk reduction and multilateral arms control efforts
