Secretary of State must submit a statement on Honduras's human rights practices within 30 days of adoption, prepared in collaboration with the Assistant Secretary for Democracy, Human Rights, and Labor and the Office of the Legal Adviser

Statement must include credible information on alleged human rights violations by Honduras, including arbitrary arrest, detention, torture, due process violations, enforced disappearances, extrajudicial killings, and trafficking—with particular focus on non-citizens removed to Honduras by the U.S. Government

Requires description of U.S. Government steps to promote human rights, discourage violations, assess pre-removal conditions, and ensure Honduras provides legal status and humane treatment to individuals transferred there

Requests assessment of whether U.S. security assistance could support detention or imprisonment of non-Honduran individuals removed by the U.S., along with evaluation of conditions in Honduran detention facilities including allegations of torture

Requires disclosure of all agreements and financial transactions with Honduras related to removals, information on individuals sent to Honduras in 2025-2026, and a summary of all meetings between Honduran and U.S. officials during that period
