Secretary of State must submit a human rights statement on Kosovo to Congress within 30 days of resolution adoption, prepared in collaboration with the Assistant Secretary for Democracy, Human Rights, and Labor and the Office of the Legal Adviser

Statement must include information on alleged human rights violations by Kosovo's government, including arbitrary detention, torture, due process violations, enforced disappearances, extrajudicial killings, and trafficking—with particular focus on non-citizens removed to Kosovo by the U.S. government

Requires description of U.S. steps to promote human rights in Kosovo, discourage abusive practices, and assess pre-removal conditions for individuals transferred there by the U.S.

Must provide assessment of whether U.S. security assistance could support activities related to rendition, trafficking, or detention of non-citizens removed to Kosovo, along with detention facility conditions and any allegations of torture

Requires disclosure of all U.S.-Kosovo agreements or financial transactions related to removal/detention of non-citizens, information on individuals sent to Kosovo in 2025-2026, assurances sought regarding their treatment, and summary of all 2025-2026 meetings between Kosovo and U.S. officials
