Calls for the immediate release of all defendants charged under national security laws, including Jimmy Lai, a 77-year-old pro-democracy advocate held in solitary confinement since December 31, 2020, whose detention the UN has deemed unlawful and arbitrary

Declares Hong Kong has lost credibility as an international business center due to erosion of regulatory, legal, and judicial institutions, citing state-directed seizure of the Apple Daily media organization

Urges multilateral organizations (including APEC, WTO, Financial Action Task Force, and International Olympic Committee) to eliminate Hong Kong's separate voting status from mainland China

Encourages use of sanctions and other tools authorized by the Hong Kong Human Rights and Democracy Act (Public Law 116-76) to hold the Chinese Communist Party and Hong Kong authorities accountable
