Adds sunset dates to 12 state boards and commissions including the Capital Projects Evaluation Panel, Domestic Violence Offender Treatment Board, Food Security Council, Grid Resilience Committee, and Utah Homeless Network Steering Committee, with repeal dates ranging from 2024 to 2033

Repeals the Behavioral Health Delivery Working Group effective May 1, 2024

Establishes staggered repeal dates for over 100 state entities across multiple Utah Code titles, including advisory councils, grant programs, task forces, and commissions related to health, education, public safety, and economic development

Requires the department to seek stakeholder input before implementing Medicaid delivery system adjustments, including from county officials, mental health authorities, managed care organizations, and health providers

Takes effect May 1, 2024, with certain sections taking effect July 1, 2024, and contingent provisions potentially taking effect January 1, 2025
