Appropriates approximately $991.97 million in operating and capital budgets for fiscal year 2027 for Utah's Department of Agriculture and Food, Department of Environmental Quality, Department of Natural Resources, and School and Institutional Trust Lands Administration

Allocates $40 million from the Long-term Capital Projects Fund specifically for water rights acquisition through the Office of the Great Salt Lake Commissioner, with any private contributions to be repaid to the fund

Provides $138.7 million from General Fund and $853 million from various other sources for FY 2027, covering programs including wildlife resources, state parks, water resources, forestry and fire management, and environmental quality monitoring

Establishes nonlapsing fund provisions allowing agencies to carry forward unspent appropriations for specific purposes including IT upgrades, equipment purchases, water optimization projects ($115.35 million for agricultural water optimization alone), and Great Salt Lake investments

Directs $11.07 million to the Utah Wildfire Fund for FY 2027 from General Fund ($10 million) and mineral bonus revenues ($1.07 million) to support cooperative wildfire suppression and prevention efforts
