Requires the Department of Health and Human Services to report on Attorney General representation costs for the Division of Child and Family Services, latent tuberculosis treatment guideline changes, and feasibility of billing tuberculosis management services to insurance

Transfers $53.4 million from General Fund and $93.5 million from various sources to restricted funds including the Medicaid ACA Fund, Statewide Behavioral Health Crisis Response Account ($37.9 million), and Medicaid Growth Reduction and Budget Stabilization Account ($10 million)
