Medicaid expansion will sunset the day after the Legislature adjourns from the General Session following any federal matching fund (FMAP) reduction below 90%, rather than the next July 1

Department of Health and Human Services must terminate any discrete program (under $50 million annually) that would cause federal matching rates to be reduced for the Medicaid expansion population

Within 60 days of a determination that federal matching rates will drop below 90%, the department must submit a cost containment proposal to legislative committees outlining options such as freezing hiring, suspending provider rate increases, and closing enrollment to new members

Targeted adult Medicaid program certification periods may not exceed 12 months, and the department may only seek CMS approval for this waiver if the executive director determines approval is likely

Department must report annually to the Social Services Appropriations Subcommittee on expansion enrollment, costs, projected costs, and recommendations for controlling costs
