Creates the Corrections Facility Expansion Restricted Account within the General Fund to fund expansion of existing or construction of new state correctional facilities

Account funding sources include appropriations from new legislation for Department of Corrections capital facilities costs, one-time savings from delayed fiscal impacts of increased prison population (starting in second fiscal year), interest/dividends, and additional legislative appropriations

Restricts use of account funds exclusively to expanding existing or constructing new state correctional facilities

Effective date is May 6, 2026, or earlier if approved by two-thirds of both legislative chambers
