Replaces the "vintage vehicle" designation with a new "classic vehicle" designation for motor vehicles and motorcycles with model year 1982 or older that are driven fewer than 1,500 miles per calendar year, as well as classic travel trailers of the same model year used primarily for collector activities

Exempts vehicles with model year 1995 or older from emissions testing requirements, and exempts all vehicles with gross vehicle weight ratings over 14,000 pounds from emissions inspections

Adds specific emissions testing exemptions for Mercedes-Benz and Freightliner Sprinter diesel vehicles covered by consent decrees, including various models from years 2009-2016

Classic vehicles are exempt from minimum speed regulations and modern safety equipment standards if original or equivalent equipment is in good working order, and owners must certify the vehicle is safe to operate

Appropriates $36,400 in transfers to the General Fund for fiscal year 2026, with an effective date of October 1, 2026
