Creates the Wildlife Management Area Stewardship Fund to support habitat restoration, trail maintenance, and volunteer coordination, funded by voluntary contributions, legislative appropriations, and investment earnings

Requires adults 18 and older to obtain a free digital access permit (by completing an online educational video) or hold a hunting/fishing license to access wildlife management areas, phased in by county class from July 2026 through July 2028

Repeals the previous requirement that visitors hold a hunting, fishing, or combination license to access wildlife management areas in first and second class counties

Provides exemptions allowing access without permits for travel on through-highways and trails, educational programs, visitor centers, livestock recovery, and director-approved limited circumstances

Allows voluntary donations to the fund, with contributions equal to or exceeding a fishing license fee treated as a 365-day fishing license; authorizes a volunteer labor program with liability coverage provisions
