Requires the Utah State Auditor to create and maintain standardized "common naming conventions" (job titles and position classifications) for local education agencies to use when reporting payroll and compensation data to the Utah Public Finance Website

Mandates that local education agencies (school districts and charter schools) include employee benefits in addition to salary when reporting payroll and compensation data

Excludes payments made by third-party contractors or vendors to their own employees from the definition of "public financial information" that must be reported by local education agencies

Amends Utah Code Section 67-3-12 governing the Utah Public Finance Website to incorporate the new naming convention and benefits reporting requirements

Takes effect July 1, 2026
