Distributes funding to charter schools based on enrollment (80% per-student, 20% divided equally) and to school districts based on enrollment tiers: $250,000 base for districts under 1% of state enrollment, $175,000 for 1-5%, and $100,000 for districts over 5%, with remainder distributed per-student

Requires local education agencies to submit safety plans with measurable goals and compliance timelines, plus annual reports on expenditures and progress, to the School Safety Center to receive funding

Sets aside 10% of the appropriation for training reimbursement to law enforcement entities that train school safety personnel

Adds the program to education programs eligible for annual inflation and enrollment growth adjustments, while protecting it from funding reductions due to negative enrollment growth; takes effect May 6, 2026
