Nonresident vehicle owners present in Utah for more than 90 days during the preceding 365 days must maintain continuous owner's or operator's security while the vehicle remains in the state

Insurance requirements do not apply to off-highway vehicles on designated routes, electric assisted bicycles, motor assisted scooters, electric personal assistive mobility devices, or school buses loaned by LEAs to government entities

When a Local Education Agency (LEA) authorizes a state entity or political subdivision to use a school bus, that entity must maintain insurance at or above governmental immunity liability limits and indemnify the LEA for claims

Effective date is May 6, 2026, or earlier if approved by two-thirds of both legislative houses
