Expands the child protection ombudsman's authority to receive and investigate complaints from parents, not just complaints regarding children

Requires the ombudsman to publish information about fundamental parent and child rights on their website in an easily accessible format

Mandates annual reporting by October 1 to the Child Welfare Legislative Oversight Panel and Health and Human Services Interim Committee on complaint totals, investigations, recurring themes, and policy recommendations

Requires peace officers and child welfare caseworkers who take a child into protective custody to inform parents/guardians about the child protection ombudsman as a resource for navigating the child welfare system

Takes effect May 6, 2026
