Beginning January 1, 2027, the Purchasing from Persons with Disabilities Advisory Board must submit an annual report to the Government Operations Interim Committee by October 1 each year

The annual report must include: number of contracts issued, total active contracts, maximum compensation payable per contract, total revenue encumbered, number of persons with disabilities employed, success metrics, and legislative recommendations

The sunset date for the community rehabilitation program purchasing provisions is extended from July 1, 2026 to July 1, 2036

Community rehabilitation programs must maintain at least 75% of employees with severe disabilities under procurement contracts, be Utah-based 501(c)(3) nonprofits or government agencies, and produce goods/provide services primarily in Utah

Procurement units must purchase from community rehabilitation programs on the preferred procurement list unless total contracts reach $5 million in a fiscal year
