Department of Health and Human Services must contract for a new electronic health record system for inmate care by December 31, 2026, based on working group recommendations presented to the Health and Human Services Interim Committee by November 2025.

$7,000,000 appropriated from the General Fund for fiscal year 2027 to fund the electronic health record system, with corresponding adjustments to the Medicaid Growth Reduction and Budget Stabilization Account.

Funds appropriated for unanticipated high-cost correctional health care expenses are designated as non-lapsing, with required reporting to legislative committees on amounts expended and remaining balances.

Department of Health and Human Services, in consultation with Department of Corrections, must prepare and implement a plan for opioid use disorder treatment for inmates during the first 90 days of incarceration and up to 90 days before release, including medication assisted treatment as medically necessary.

Department of Corrections required to cooperate with Health and Human Services in providing medication assisted treatment, with annual reporting to the Health and Human Services Interim Committee by August each year.
