Expands the definition of "retaliatory action" under the Utah Protection of Public Employees Act to include an employer filing a complaint against an employee with a professional licensing body in retaliation for whistleblowing

Protects licensed professionals (such as nurses, doctors, lawyers, teachers) from employers who attempt to threaten their professional credentials as punishment for reporting violations

Amends Utah Code Section 67-19a-101, updating the existing list of prohibited retaliatory actions that already includes dismissal, compensation reduction, failure to promote, and threats

Takes effect on May 6, 2026
