Modifies petition signature forms to require signers to affirm they "had an opportunity to read" (rather than "have read") the initiative or referendum text, and requires signature gatherers to believe signers had this opportunity

Explicitly permits the use of spiral binders to bind together initiative or referendum packet pages, adding this to existing options of staples or other binding means

Allows signature gatherers to temporarily remove individual signature sheets from petition packets for the purpose of collecting signatures, provided they rebind the sheets to the original packet immediately after circulating

Makes technical corrections including standardizing measurements (e.g., "three-fourths" to ".75") and fixing minor typographical errors throughout the election code

Takes effect on May 6, 2026, and was recommended by the Rules Review and General Oversight Committee with a 7-0 vote
