Establishes the Nuclear Energy Regulatory Office within the Division of Waste Management and Radiation Control to coordinate state nuclear energy regulation and serve as liaison with the U.S. Nuclear Regulatory Commission.

Authorizes the division to oversee, regulate, and license nuclear fuel cycle activities including uranium enrichment, fuel fabrication, fuel conversion, fuel reprocessing, storage of nuclear material, and associated waste management, subject to NRC authorization.

Directs the division to evaluate and pursue expanded Agreement State status with the NRC, allowing Utah to assume greater regulatory authority over nuclear materials currently under federal jurisdiction.

Grants the Waste Management and Radiation Control Board rulemaking authority to establish licensing requirements, safety standards, security measures, environmental protections, and enforcement procedures for nuclear fuel cycle activities.

Requires annual reporting to the Natural Resources, Agriculture, and Environment Interim Committee by November 30 on Agreement State progress, licensed activities, fees collected, and implementation challenges; effective May 6, 2026.
