Creates a class C misdemeanor for adults 18+ who fail to securely store loaded firearms when they know or should know a minor (under 16) is likely to access them, and that minor subsequently possesses, exhibits, or uses the firearm in public or in a fight/quarrel

Requires loaded firearms be kept in a locked container, secure location, or secured with a trigger lock to avoid liability

Provides affirmative defense if the gun owner took reasonable precautions to secure the firearm and prevent minor access

Exempts gun owners from liability if the minor obtained the firearm through unlawful entry, if the firearm was used in lawful self-defense, or if the owner reports to law enforcement that a minor obtained their firearm
