Narrows existing flag display restrictions from all government property to only school property (school districts and public schools)

Removes the state auditor's role in investigating flag display violations and imposing $500/day fines on non-school government entities

Maintains the list of exempt flags that can still be displayed on school property, including U.S. flag, Utah state flag, military flags, POW/MIA flag, tribal flags, and official college/university flags

Retains state indemnification for persons enforcing the flag display restrictions on school property
